It is a binary file. The gcc/ssl version is more likely to cause issues than the python version in the image. If you insist on putting the python version in name, ATV 7.4 uses 3.12.3. The python version may be relevant to any cam control scripts/plugin, not the oscam binary. Also, can you please stop adding the Icam in name. The Icam patch was added to plain oscam a few months ago. It is included in every version now.
