Which image are you using as some have it pre-installed.
Have a look in your plugins, if its not there, hit green button (i think) to download plugins and it may be in system plugins or maybe extensions (can't remember which)
If your using a modded image not officially constructed for your box, it may be hit or miss.

It's the oscam webif you need to view, you may be viewing the receivers openwebif which is entirely different.
Enter your ip of your receiver into a browser followed by your oscam's webif port (this can be found in your oscam.conf file, in webif entry, http port, normally 8888 unless you've changed it), eg:
192.168.x.x:8888
You then may be asked for user/password combination (this is also in your oscam.config file, in the webif section, http user/pwd)
When oscam webif opens, there will be a tab at top of the page "live log", click on it then on your receiver, try a few encrypted channels, this will generate more entries into the log, copy it and post it up, (delete sensitive info from it, eg card serial numbers etc). -
Post up your live log after selecting a few channels, it will give a better indication of what's wrong

First I'd check all cables from dish to receiver.
Then I'd see if dish is moving and what signal strength I'm getting on satellites.
Have you updated anything recently (channel lists etc) or altered the dish in any way?
A factory reset may have wiped your tuner settings though.

Have you entered in the boxid (no spaces, unlike cccam)

Try flashing with different usb stick, try disconnecting any usb peripherals (hdd's, usb tuners etc) before flashing

Normally you ftp the .ipk to tmp folder (use dcc/filezilla/winscp). You'll need the mipsel one (softcam-feed-mipsel_1.0_all.rar)
Then on receiver, hit info panel i think and look for manually install ipk or something similar (been a while since i used atv)
Follow onscreen messages and the receiver may restart gui.
Then go into plugins, hit download (green I think) and you should then see a softcam section.- - - Updated - - -
I haven't a dreambox though so procedure may vary a bit.

Is there an sd card slot in the back of your vu solo-se?
Or did you use a sd to usb adapter as normally there isn't an sd card slot on official solo se's.
Better off using a usb stick imo (sandisk cruzer 4/8 gb work for me) -
If your using autobouquetsMaker, you should be able to change the region within the configuration.
Have a look in menu-setup-service searching - autobouquets maker and then in the configuration of your providers field -

Normally they are labelled "tuner A lnb in", "Tuner B lnb in" and "Loop out"
Give Tuner A lnb in a go, (on a fta channel) if it doesn't work, try tuner b lnb in.
Loop out is just for passing your satellite feed to another receiver when your zgemma is powered off.
If they all fail, you'll have to look into how the tuners are configured ..

And see if they are set on your desired satellite (28.2 for sly uk)

Try auto language selection.
Menu-setup-system-auto language selection, try setting audio language selection 1 to english
