Which directory have you placed the CCcam.cfg file in?? with openatv you have to place it in var/keys..... not the etc folder that a lot of other images would use.

How to install CCcam on OpenATV 5.1 - AZBox Elite HD:
1. Get the files:
enigma2-plugin-extensions-softcammanager_0.1-r0_all.ipk
enigma2-plugin-softcams-cccam-2.3.0_2.3.0-r1_mipsel.ipk2. Place both ".ipk" files by FTP to "/var/volatile/tmp"
3. In remote control, press Blue Button > Plugins > IPK installer > Memory /tmp
4. Choose # Memory /tmp
5. Select and install both files
6. By FTP, go to "/usr/keys" and create a new file "CCcam.cfg"
7. Place into "CCcam.cfg" your server data (port, user, password, etc.)
8. Reboot the AZBox Elite HD by power switch
