Put him in a different group so your clients dont have access.

Put services = !Block Sky on the readers you want to block sky from.
Its not a global setting for all readers, it only applies to the readers you set services = !Block Sky on..

Youcan also just filter what cards you need from him on the:
CAID =
line in the reader config. Add all the caids you want from him and exclude 0963,0960.
