How to convert a downloaded M3U file in IPTVLive ?

I did not quite understand your question

You have two options
1 / -download a M3U file to / tmp or /usr/lib/enigma2/python/Plugins/Extensions/IPTVlive/IPTVliveM3U
Once done you can convert it to favorites list
2 / - if you want to have a text file with .ts or .m3u links to post them in forums you will find the file IPTVLive.txt in /tmp

another possibility
Add a url .ts to the favorites list
