As I read that package it is only available via PowerVu Emu 2.9.1 (Fixed EcmCounter of channels with extra data byte).
PowerVU Emu is an standalone emulator for DVB-Viewer-Pro, DVB-Dream, SmartDVB, TSReader and ProgDVB.

DVB-Viewer-Pro, DVB-Dream, SmartDVB, TSReader,ProgDVB..etc are software for PC's.
So you need in this PC and hardware like TBS Card's,SkyStar2 card's,etc...

where did you find that info about only powervu emu. 2.9.1 being able to open these channels?
Google is youre friend...type "Via PowerVu Emu 2.9.1" and you will see...
btw. don't ask me about this satelite position I dont have it...just read and try to help...
