Can I ask you to compile oscam with one more thing I need? Now I use your service.softcam.oscam-9.2.11693-emu798 but it does not have cak7_mode compiled in.
Do you think you are able to make it happen?

cak7.zip includes oscam-11693-emu-798 "with a dubious cak7 patch" and a smod version (default webif:8889) that may be more useful to you...
It works, but for some reason ECM times on some channels are way too high. I've read various threads and solution seems to be going back to version 11684.

Forget nonsense, if your cccam provider is good then your oscam settings are bad, and if your cccam provider is bad then change your cccam provider (for years my favorites are 1.e.g.y.g.o.l.d and 2.s.a.t.x).

This issue is for my local card. I had to move 'my server' from a tp-link device (where everything ran flawlessly) to my odroid-c2 (where on some channels ECM if way too high for a local card).

Despite what you say, I can't understand. Normally I get response in 500ms and my OSCam is set to switch to fallback reader if it does not get response in 2000ms, and 4000ms to give up and return timeout.
Do you want to tell me that you are not able to get a response from your local card in 2000 or 3000 or 4000ms? Check your OSCam configuration and your hardware.
My oscam configuration hasn't changed for last couple of years. All this time it worked flawlessly. Times 220ms-560ms. It took me a while to twaek everything to my needs ;)
Now, that I changed the device oscam is running on (config files unchanged) times vary from 240ms to over 1780ms. I noticed only some channels are affected. No EMM are being written to card during this time.
Fallback reader option is not enabled in my config. Not needed.
