First, sh_4 is a sadly dying architecture.

Secondly, all softcams (not CAM because it's a hardware device) are certainly not together on one source for dead sh_4 architecture.

I always recommend finding a specific softcam that you need as a binary file for the sh_4 platform and then manually installing it.
