Is there command to wait oscam start After boot?

Why do you want to delay the startup of Oscam when booting ?
The delay can be added, for example, to the startup script (/etc/init.d/softcam......). But it also depends on the Enigma distribution you use. Some Enigmas do not use the "/etc/init.d/softcam.oscam restart" argument to restart, but use the "stop" argument and then immediately (1 second later) the "start" argument. But if you add a delay, for example, "sleep 30" before starting the Softcam, then the importance of using softcam via the GUI-MENU in Enigma will be lost. Softcam will work, but may fade if you use the GUI-MENU for installed Softcams.
You could also use the "/etc/rc.local" file if you can run Softcam (or copy the boot commandline from the "/etc/init.d/softcam....." file to this "/etc/rc.local" file).

And, of course, if you want to use the "/etc/rc.local" file as trigger (to start the softcam) then a script file "/etc/init.d/softcam...." must be also removed.
You haven't written down which Enigma2 distribution you're using, so it's really hard to give you advice.
