Is the DTV program of K7 base on TVHeadend?

I have installed TVHeadend 4.3-1886~g51a4c5bec on Debian 10.I found DVB-C channels can be descrambled on CCcam mode,but not CAPMT(DVBAPI) mode.The situation just like mecool K7.

If the DTV base on TVHeadend，then we can change the configuration to solve the problem.
