This is unusual and doesn`t happen unless a script removes it or someone manually deletes the CCcam.cfg.
Which CCcam have you installed ? Is it from here ?
Do you have any ports open in your router ?

My CCcam is not from here. I'm using a simple 4G router, with only one port.
