Possibly multiple instances of oscam running?
Stop oscam - killall -9 oscam
Start oscam - oscam -b

Move into the directory where the oscam binary is located first, then run the commands.
Probably in /usr/bin - cd /usr/bin
I did but no change at clients
Go to CanYouSeeMe.org and compare your external ip with the ip address that is in the no-ip control panel.
Also check the share port is open at the same website.

I would be concerned with having port 80 opened. Its a common port that is sniffed by hackers.
The security concern is that it allows services that are normally protected behind some kind of firewall to be accessible publicly. If the exposed service has any vulnerabilities or misconfigurations, it can and and often will be quickly exploited by attackers.
In other words, a hacker can take control of your Dreambox and essentially lock you out.
It might even be possible that your shares are already being used and the double login is blocking all your clients. You should check the oscam log for double logins.
You should setup another share and have someone test it to see if they get access.

However, the oscam binary can be named differently if an IPK installer was used that uses a different binary file name. So you need to try this first:
find /usr/bin -iname "*cam*"
Once you know the name of your softcam's running process, the "pidof" command should work in DreamOS with the OE 2.2 core:
pidof <process_name> # pidof oscam
If the pidof command prints some numbers (there can be more than one), then this process runs.
Then you can "kill all" on the softcam - for example:
killall -9 OSCam.11680 # this OSCam.1168 is just as an example for binary file name
It would be advisable to run this softcam directly from the binary directory, as Master G wrote, or by entering its full path - for example:
/usr/bin/OSCam.11680 -b # this OSCam.1168 is just as an example for binary file name
I use the onestep plugin with various softcam installations.

"All clients offline" means they can't connect to you. Right ? I need to know the topology / structure of your computer network. What, where, how, why, what, for what, why ... you have connected to your network :).
For example, do you use a VPN network ? If so, in what sense do you use it ?
Is your WiFi Router set up correctly ?
Do you have no restrictions in the Oscam configuration (file "oscam.conf" - entry "httpallowed=" for OscamWebif and for example also entry "allowed=" for newcamd protocol) ? Also check the port for OscamWebif in this "oscam.conf" file. The connection can be easily verified by using the shell command ping IP_address_of_your_Oscam from the client side.
After reinstalling, did you also roll back the original Oscam configuration? Many softcam installers also delete the configuration, and with a new installation, only the default configuration of this softcam is ready again.
no VPN...router ok...no restrictions in oscam config....of course the old config is copied.

This only applies if you are using a VPN.
"httpport = 100" is a bad port number selection, because ports 1-1000 have a dedicated purpose and I recommend not using them! prefer to set a standard port or a port in the range 8800-8899, for example.
Which router do you have? Please provide the make and model.

Nope router before was also Huawei and forwarded like a charm for 5+years ,they changed,hoping the new one would do.As a matter of fact call center people don't know much about ports.Still waiting an IT person to respobd

Old router couldn't fwd either hence the change.
BTW I was pretty sure that it was an ISP problem
or policy.
