They are basically the same thing. oscam is the base and EMU is a patch.
The only difference is the addon module/patch that adds emulator support and other functionality to the oscam server.

The Oscam is a card reader, while the Oscam - Emu works not only as a reader, but it open channel via emu using softcam key.
