The Heartbleed Bug with Https is from 2014 its an very old bug most are closed since now

You should consider factors such as:
- Not all IPTV portal MAC addresses use 00:1a:79.... it may use a different MAC address.
- If the server is too new, it will have few or no clients. You could scan 10M MAC addresses and find nothing.
- Not all servers have large client bases.
- Other factors....
