I'm writing this because I think you're trying to install the wrong version of the plugin. I don't mean the wrong version from the perspective of the ARCHITECTURE of your processor, but from the perspective of the PYTHON version of your image.

Try to bypass aarch compatible
Open the architecture configuration file:
/etc/opkg/arch.conf
Add this line to the bottom of the file:
arch cortexa15hf-neon-vfpv4 160
Save and exit.
Now run your standard install command:
