Open DCC.
Tools.
IPKG Packages.
Upload package, point it towards the downloaded IPK file.
Reboot and you will find this in plugins menu.
Or if your image has a built in IPK Installer:
FTP to folder /tmp and change attributes to 755.
Use the IPK installer within your image.
