When you are receiving EMM it will say active, otherwise it is on as you are seeing now.
I had it active twice but no emm's written. odd

More than likely the EMM's that were showing active were for entitlements already written to your card.
I get this a lot, EMM's are ACTIVE every second day but new entitlements are only written twice or mayby four times a month...
