To install send the file to /tmp then paste this command into telnet.

opkg install -force-overwrite /tmp/coolskin-***hdmod-fraggle121_05-12-13_mips32el.ipk(replace *** with something that rhymes with sly)
Tested on OpenPLI 4.0.
