I have a receiver Matrix Turbo III Spark receiver with OpenPLi enigma2 image.
1 conax card with caid 0B00 working at 91.5E
please help to config the card with oscam in the receiver.

What is the provider name of the conax card you are using ?
k-vision, I don't know the conax card name. it from local pay tv.

Its an Indonesian provider. As with most questions about providers outside of Europe its hit or miss whether we can help you. I doubt there are many members here with experience with this card.
It could well be CAS7 paired, either by hardware or software. If its software paired you will need the RSAKey and BOXkey just to watch it outside the providers box. If its hardware paired forget it.
As for obtaining the Boxkey or RSAkey we will not be able to help you as we do not want any litigation coming our way from Kudelski who hold the rights to the Conax CAS7 system. With this in mind please do not ask for help with this as it will just lead to the thread being closed.
