Based on the statement that moving the dish to 23.5 allows him to still use 28.2 and record correctly, I'm deducing he has two dishes. I hope OP can clarify.
The default is for Enigma2 to use the tuner that has least services available first. i'e leave you more options available. Enigma2 cannot juggle tuners once it has started using one.
If I have assumed the OP's setup correctly, if he zaps to 13, 19 or 28, the diseqc setup will be used first. This is so he can still use the motorised dish should he wish to use a channel not on 13,19 or 28. This is normal behaviour.
If he has free ports on the other LNBs he can improve his setup by combining the motor with another diseqc switch.
If it is only one bouquet, and numbering is important:
In the attached file, edit this section. Do not go over 100 channels if you want to maintain the numbering. Transfer to the provider file location. In the plugin.

If you are not bothered about numbering, and multiple bouquets:
you can use the custom LCN feature. Read the readme file.
Huevos is making some modifications to ABM which could change hows this works.
If multple bouquets and you want to be able to access chanenls by official number butons and ability to move bouquets around as well as contents, you can use AB 28.2 and and use the custom sort function.
HAve you enabled the picons in the EPG and maybe chanenl list too?
ABM will work on PLI images too.
AB 28.2 (newer than Sept 2014) will also omit the unavailable HD channels.

SNP names, SRP and Ocram's reference listed.
You can optionally place a lamedb file and/or picon folder in tmp directory. These will be used instead of the system ones. If not present, system ones will be checked.

Lraizer made a DM500 PLI image with it included. The reboot cron job needs editing though. Will try to upload it in a few days if it is not in the downloads already.

As above the details are in the "settings" file. If you are sure the settings file will only contain data relevant to new image, you can copy the whole file. Otherwise, best to use just the lines that deal with the tuner. These are the ones that start with "config.Nims."
On new STB, you must stop enigma2 before editing the file.
No point continuing in this thread. The mods have moved your other posts to it's own thread. In the other thread, post a link to which exact picons you are downloding/using. Post the results you get when you run the missing picons plugin.
