I used to have that card a while back.
It didn't update successfully for me in oscam, I used an old ariva box for that, leaving it on tvp 1 hd
These were my configs (running in ubuntu server)

I presume your referring to static ip's set up within your home network (also known as static leases on some routers)
Only reason to have a static ip was to open and forward ports for connections to specific equipment within your network (mainly for your server / receiver)
If you no longer share, then close those ports for security reasons and you probably won't need your dns either.
Better off paying for a vpn instead. (some isp's block streams)
Your iptv service should work weather you have a static or dynamic ip.

You use the ip address of your receiver, go into information / network and it should be there, normally 192.168.xx.xx.
You could also get it from your router.
Make sure winscp is set to "ftp", not "sftp"
I don't think pli has a default password, try leaving it blank.

A little more info is needed regarding what you want to achieve.
1 Are you running your own card
2 have you a share of a card
3 are you planning to use keys
4 what image are you using
This info is necessary in order to point you in the right direction.
Only tools you require is an ftp program (filezilla, winscp), cccam convertor and maybe putty.

The duo2 will take your original internal hdd from your duo (can take a 2.5 or 3.5 hdd)
The solo se v2 has no internal hdd option so a usb hdd or network mount are your only options.

Need a lot more info, package, satellite, local card, config etc.

You could also map the duo hdd as a network mount on your new receiver (if in the same network). No need to transfer anything then as you would have access to the hdd from both receivers.

I messed around with cctv on e2 box a while back with limited success.
I used this plugin though,
You may have better success as my camera wasn't supported at the time of experimenting.
