I don't use keys nor have access to that satellite i'm afraid.
Bt is still sharable on 28,2, all other premium sly channels (movies and sports) are not.

The "P: 0963:000000" is for satellite but your clearly receiving cable which has a caid 1841.
Not sure if it will help much as your times seem to be pretty high, according to the log provided, but that said I've no experience with cable and those times may be normal for that caid.
Post up your oscam.server file (removing your server details , user/password info etc)
I have deleted your log though as it contains sensitive info (your server info).

Yes that's correct.
But if its sly sports n movies on 28.2 astra, they are not sharable anymore, locked down so only the official receiver can clear them.
Bt/eir is all that's left more or less on that satellite regarding sports.

What package are you hoping to clear (watch)
Do you have a local card (genuine subscription) , have you got a share (a "line") from someones server or intending to use keys?

Amiko mini spark/enigma is normally sh4 cpu so you may experience issues with it as vix4e2 is just image ported to operate with sh4 cpu.

Are you running 16.04 as root? (normally root user is disabled as a security concern in 16.xx)
It could be a number of factors, internet speed, server etc.
But Enigma2 is ported to your receiver , was originally designed / written for mips cpu receivers, running it on a sh4 cpu receiver may use too much resources / memory etc.
Spark is native to sh4 receivers though, and is why your experiencing better results.
Try find a lite weight image and you may encounter better results or continue using spark.
Have you tried it in official receiver lately? It may need to be re-paired again.
That happened to me also, but with 0963 card.
Was that a free to air channel you tried?
Use the stb's Openwebif,
Enter ip of stb in a browser and the Openwebif should pop up if your in its local network.
If asked to select program to open stream, I'd recommend vlc player
