It's personal choice really buddy, Vix is a very good image and getting better all the time... I would suggest you try both and decide for yourelf.

webinfo refers to the information running in cccam that you can view via a web browser. it can give you info on your peers and what servers you are connected to etc...
The cccam.cfg file for newbies will work fine with 2.3.0 as will cs studio

All skins that are compatible with this image are in the BH addons panel buddy, press the green button then the yellow to view them and download the one's you like. You can also preview them first.

I would change it bud, but it's up to you. One thing to remember though is you will need to change it back to allow unstable updates if you ever need to download plugins while the feeds are unstable.

Have you got your settings for software update set to "allow unstable updates"? can't check right now but I think that is why the update icon is flashing red instead of green, letting you know a update is available but it's unstable/untested.

In Sat Finder in the service searching menu you can input the details for 13e from that list and then see what strength signal you are getting.

It is possible buddy, you can use opentv as your provider for the epg on 28.2 but you will need to choose XMLTV in the crossepg menu for your 19.2
Both can run together and in your crossepg setup menu you should have the choice to decide which one updates first, it should be under Providers start order.

yep your card has been the victim of the new pairing system by sly on the HD boxes, the old Thomson boxes were a work around for a while but not sure if that is working anymore tbh....
