It's because the openelec installer will only use the last stable version.... All the newer ones are beta versions.

If everything is ok for 28e etc, then it has to be to do with your configs bud.......it can only be the cam/configs that are stopping the channel clearing. Nothing to do with the image......
Did you update the channel list???? the one installed in this backup is quite out of date now.....

What skin are you running on the image???? a full HD skin? if so you will need to change it to another to get cooltv to cover the whole screen, this plugin has not been resized for use with a full HD skin and that's why your seeing it just in the centre...

There are no problems at this end buddy, nothing has been changed here and to be honest you are the only one reporting a problem.......
Is this still with firefox? did you try clearing your browser cookies again etc??? there maybe a setting in your vpn that you need to tweak regards this site....
