Can anyone tell me how to convert live tv url into m3u so that i can play it in my smart tv

your tv does not support rtmp then
use a linux sat box
if you have no sat boxyou can use serviio dlna server on pc
and stream the rtmp link to your tvCodehttp://serviio.org -
