The apt-get package manager does not works on Linux VPS ? Try to list a manpage apt-get --help or check the webpage: https://linux.die.net/man/8/apt-get . The best way to install Oscam just in Linux OS is to download it from the internet and compile it or find it on feed servers via the package manager. You can find on the internet a compiled x86-x64 linux oscam, but this may not help you because there may be other dependencies (on modules or even dependent kernel compatibility).
Try this:

i need a finished binary for Compiler: x86_64-linux-gnu
because wanna try it with newest version because the freezing at 098C -
I'm sorry, but you still don't understand. Each Linux-PC or its kernel is different (version and dependency on other modules). Not every Linux contains all the necessary modules (libraries) or drivers to run the binary successfully. All this is done by downloading and compiling Oscam directly for your x86 / x64 Linux-PC, directly into a particular Linux system. The compiler then finds, detects, downloads, notifies any dependencies / modules if they are missing, if they are outdated, and so on.
So I repeat again - a downloaded random binary may not work on your Linux-PC. It will probably work ... but it may not work properly. For example, if you do not have support for SSL or FTDI serial-to-usb drivers for external readers in Linux, or if you have an unsuitable version of these modules in your system.
Installing Oscam on a Linux PC respectively an x86 / x64 version of Oscam is done best by downloading it (source code) and compiling it. Not by downloading random binaries. Procedures can be found anywhere on the Internet (via Google search engine). Try using any of the methods, for example, for Ubuntu Linux-PC. Or find and use the instructions for use with some "SVN". The latest Linux-PC binary is a problem to find, because this version will probably not work properly due to different dependencies on many other components.
Linux is not Windows. Unfortunately.
///// EDIT :
I don't have Linux at home, so I can't compile anything for you (and it probably wouldn't work for you). But you can try this:

Thank you but 11439 is to old for me. i search the newest version thanks
-
Try this one, but it is designed for Ubuntu x64 Linux-PC :).
-
thx but i search 11517.

Friend ... know that you won't find the binary. When you find it, it may not work properly in your Linux OS. That's why there are no binaries for x86-x64 Linux-PCs. Don't be lazy to compile Oscam in your full-featured Linux :). You have to compile it yourself. You will find many guides on the Internet.
Quotethx but i search 11517.
There is version 11517 already. The 11516 version is just in the topic name only.

thank you very much
