Freezing and stuttering

Hi have now got it all working Ubuntu server on a p4 3ghz with one gig of ram but I am getting spikes in my ecms with some Freeze and stuttering I get this on both my own card and a share I have been given this stops when I swap servers back to my dm800 not sure where to start I have wired the server into my router and have a good vermin connection so not sure if the problem is my free no ip account or the config of my or smargo any ideas please or tests I can do

hi the spikes are all day my ecms are between 0.190 and 350 on my second box in the house of my own white s** card it is only a small judder but more stable with dm800 than pc server
my config is basic

i have only one peer i have re share on his card to hops 3 he has no reshare from me and 2 internal and one external client
