I have octagon sf8008 4k uhd twin tuner reciever. when recently london live channel frequency changed from 11479 v 22000 5/6 to 11656v 22000 5/6 on astra 28.2e ,the channel does not lock ,signal zero full zero ? before everything was fine. 
Are you saying London Live was fine on previous frequency or 11656 Vertical was fine?
Perform a manual scan of 28.2, single satellite. How many channels do you get? You should get more than 850 if there is no problem.
I can get it to lock on my VU+DUO2 but that channel is encrypted and needs a uk card. Check your cables etc
what image have you on box and are you in the UK?? Is it training or windy?? If H is beter than V then dish/lnb may need a tweak.

im in uk weather is fine here. signal strength an signal quality both up and down not stable.only 11.656v 22000 5/6 affected ,all others frequency channels working fine thanks. ps im on freesat
There are just over 60 transponders in use by Sky on 28.2. Would be odd for just one to be affected. Alas, it seems you won't perform a manual scan, so we won't know how well you are receiving services.
Do the usual tests, check f-connectors, damage to cable, damage to LNB. If everything is well, adjust LNB/dish while checking that TP. We had similar issues when BBC. HD changes occurred, people were adamant there was nothing wrong with their equipment.

I bet your using a Vbox ?
If you are its experiencing interference at certain frequecies due to inadequate sheilding around the power supply and LNB cable inputs, usually around 11680 in the low band and 12430 in the high band, give or take a few hundred MHZ either way. It wont just be 28E either, it will also happen on other sats too around these frequencies, youve just not noticed yet. This can be caused by a nearby DECT phone , either your own or next doors. I had this issue too and the only solution I found was to wrap the Vbox in tin foil. It wasnt practical for me to move the Vbox somewhere else in the house and I do not have a DECT phone to move elsewhere, but moving the Vbox would probably have worked too.
If you have a DECT phone then just move that away from the Vbox, if not try the tin foil, it really does work.
If you can be bothered make a Faraday cage for the Vbox, this would be by far the best solution, but might be a bit expensive, if you were to buy a ready made one rather than making one yourself. Other than that your only solution is to buy a new Vbox with better sheilding, but finding new gear for those of us using proper dishes and mounts is getting harder and harder so the prices have rocketed.

all shown are free to air channels so not cardserver i dont think ?
I've told you what it is, its interference from a noisy piece of equipment ( most commonly a vbox ) or a nearby DECT phone, that may even be next door.
You need to isolate which piece of equipment is generating the noise and then move it away from your sat box.
This problem is incredibly common and always on the frequency you mentioned and is caused by cheep Chineese electronic parts with inadaquate shielding.

Ok i tried what you suggested. Switched everything off an just left the tv and box powered on,but didnt make any difference-problem still existed
Before i had this problem on 11.582 h 22000 5/6 talking pictures. its only on a particular transponder.
