/var/etc is usually symlinked to /etc - so would probably not be the cause of the issue and please remember that there are different images with different locations for the CCcam.cfg - I have the GigaBlue and with the OpenAAF image, it is in /user/keys rather than /etc - I think it is your brother's friend's dog, he has probably chewed up the card...
