accept dcc2 in windows defender and or in your antivirus, will also help

did you install your image new, did you set a password?

After assigning the password, did you restart the box completely?

Open DCC, configure network, click on the magnifying glass next to the receiver symbol, then click on search, when the receiver is displayed, double-click on it, enter the password and confirm with OK, then reconnect, if necessary also exit DCC and restart

I recommend RaspController mobile app and filezila, much better than dcc, if you want to try it

Why complicating your life with an obsolete ftp as DCC when there's such an easy and well functional application like WinSCP as has already been suggested.
Try it to believe.
Second choice Firezilla, imho.
