Add 0919 to your caidand ident settings
I would guess you do not have the channel in your oscam.services file, have you tried disabling this?
Not sure about the ecmheaderwhitelist, this is something ive not looked at yet.

Remove ecmwhitelist and headerwhitelist to see if it works as your only alloeing 09cd ecms with that.

To troubleshoot, disable the ecmwhitelist, the ecmheaderwhitelist and services line (placing a hash infront of them) then reboot server, return to the config file after rebooting to ensure that this has saved. If it is not working still, it could be an entitlement issue, or maybe do a rescan to see if there is an updated version of this channel that works.

I corrected the error, the problem was the file oscam.services, I've turned off by oscam.user and now work.

could you deliberately go into the details that how you solve your rejected caid issue please?
I'm having the same problem on almost all channels:
