Red flashing means update avaliable

Green software up to date

as pointed out thats the image update notification, basically telling you there are updates available for your image.

Green means the updates are classified as stable and safe to use.
Red means that the updates are classified as unstable, This does not necessarily mean that there is any thing to worry about, just that the updates available may not have been tested as thoroughly as we would like. It's also worth pointing out that by default we set every update to unstable first until we are happy that it can be set to stable.

You can set the update notification to only show when stable updates are available or even turn it off all together if you want to.
