So I have a dish 90cm with single LNB (new), 2m of cable (for testing) ...
and I can't get higher SNR then 70-75-78% ... Is that enough for HD? :/

That´s plenty for any frequency no matter whether it be HD or SD..depending on box,tuner,,,,
i'm installer of dish ,for a good snr you must have 1 m (97cm) diametre minumun and the tuner of receiver is very important for a good reception (sorry for my bad english)good luck
What do you mean when you say "good reception" ? in numbers is that 75% or 90% ?

16e has never been that good in all honesty. Providing you have a signal and it locks it doesn't really matter.
70% SNR is fine for what you require. ts not like analogue where picture can degrade with a low signal. 90cms should be ok but you may lose signal during bad weather, 1m would be better.
