id check the LNB port first then if required id just reset dish ;)

better off tweaking the dish signal..or changing the LNB and/or dish..
you would only benefit from the booster if there was a lot of cable between the dish and box...
Where is your mates location¿ outside UK?
I am watching BT in Spain at SNR 82%..

ok this could be troublesome for you to locate the fault as if its massive multi storie flats, there can be no way you can get access to dish
what is the signal n Quality % your getting now ?

is there a box on wall that feed comes out of like a arial point but says SAT then cable screws into that to box ?
if so you could try and change the cable see if it helps the signal problem

Who owns the block of flats? Council or private?
Report the fault to them, they will send whoever installed the system to come look at it.
Booster will just make a bad signal worse

A booster is just a small amplifier but your LNB is designed to block noise the posts above are correct while a booster will give a greater signal it amplifies noise so it doesnt always mean you get a good picture quite the reverse sometimes making situations worse
