Heatsink removed, how to secure it back?

I have removed the heatsink in my solo2 by part accident and part curiosity.

WHat is this white glue holding it down? is it a heat compound or purely to hold the heatsink on?

Im thinking to use my arctic compound, but i need something stronger to hold it down. Or would an adhesive pad work well? would it be a upgrade?

You get thermal glue too.

It is called CPU Thermal Paste and is used to improve heat dissipation and
lower the CPU temperature. It could be got from the likes of Maplins.
