ABM makes them in the correct order except for the News channels which are not in numerical order.
Can you provide screenshots/pictures of what your issue is please?

I am sure that possible issues are:
1. looking at another bouquet or not looking in the bouquet.
2. Have the providers in the wrong order in ABM
3. ABM has not run.
4. Catseye's settings have issues with ABM and AB 28.2.
Hopefully your pictures will help people help you.
However, I would set ABM differently.
In the configure menu:
Add provider prefix to bouquets = YES
Include not indexed channels = YES
Providers
Just select Sky UK. Do not enable any others for now.
In the are, select the one ending with Custom. E.g London Custom. Not London HD or London SD.
Generate main bouquet = NO
Rather than remove the bouquets afterwards, say no to them. Eg create FTA = No
Unless you are on a very recent image, swap channels = No
(Note: Having custom and not-indexed brings in extra features and avoids having to scan other providers)
Please post screenshots of your settings. Seeing the issue is better than going by description sometimes
