Leia 18.6 working in H9 Combo with PurE2 v. 6.5! (Combo is a really good machine!)
Some sync problems noticed initially... Audio was a bit off... However, it stabilised fairly quickly!
Subtitles are working in Kodi via blue button! Even synchronisation is OK...

Quad core HiSil are OK with it, as are Broadcom ARM processors (Zgemma H7, Edision mio OS 4K+ and alike)...
That said, 9MB/sec should be more than enough for most streaming, you know...
Install PurE2 and do as I did and all will work fine!

For Surfshark there are only
- client.conf
- password.conf
So, no, you have not done it correctly.
Do it as described, it's rather detailed! Don't cut corners!
And flash PurE2, so you have everything laid out for you...
