It is good that it is working, but strange about stream relay. While there have been some changes in oscam and the emu patch between those versions, there were no changes with stream relay.

Sorry, not really - it varies from box to box and service to service.
Not sure if your box supports it, but do you have "Include ECM in http streams" enabled?

Does it boot to spark?
Does the box hang, or keep restarting?
What images have you tried?
Probably need to provide a log from the serial port.

You can try adjusting the "ECM fix delay:" in the stream relay config.

Biss does not use stream relay. I assume you can stream other/FTA channels ok?? You do not get JUST video, or no video or sound?

Your image is just showing a newcamd connection and not the CAPMT (DVBAPI) connection which should be used to connect to oscam. Those newcamd CAs should be disabled or removed.
And I assume oscam is configured as:
boxtype = pc
pmt_mode = 4
listen_port = 9000 # or your preferred port
For Tvheadend, under debugging: Debug subsystems, enter: descrambler,capmt and either log to a file or cut and paste the output from the webif.
Logs from oscam with debug level 128 (DVBAPI) would also be helpful...

From the Tvheadend docs, "Mode 5 is currently the preferred mode - others may be removed in the future".
mode 5 = "OSCam net protocol (rev >= 10389)"
It uses a network connection and does not use a socket.
For "Camd.socket filename / IP Address (TCP mode):", enter the IP address of the oscam server.

As for oscam installation, it depends on which platform you want to run it. Since "mode 5" uses only a network connection, oscam can be run on any machine on your network and does not HAVE to be on the same machine that Tvheadend runs. (But in most cases it is more convenient to have them both on the same machine.)

There is no CCCam plugin for sh4 boxes, so you have to use oscam. In the oscam section, there is info about converting cccam configs to oscam.

It is not officially supported by openpli, but there are images available here for this box - look under Amiko Alien2 (basically same box.)

If you want to try a more experimental image, here is an image I made awhile ago: Joeuser's Taapat based image with new hardware DES drivers. (powervu...)
It does not have a feed for plugins, so they would have to be manually installed...

What image are you using?
From where are you downloading the plugin?
Have you tried installing it in a terminal to see what kind of error messages you get? FTP the ipk to the box, then from a telnet terminal type:
opkg install xxxxx.ipk (of course replacing xxxxx with actual filename.)

TVHeadend is in Libreelec. look here: Libreelec on KIII Pro
I built some images a long time ago with my version of TVHeadend which included extended_cw support (powervu), but that should not be necessary since they added extended_cw support to the official TVHEadend.
BTW - I do not own this box, the build was for someone else, so I can't provide much support...

These are the latest images, plugins are available on their feed (already configured in image.)
Note, sometimes the images are unstable - they do not track a "stable" image. Also, I have not used the HDMU image in along time, so I have no idea of the current state of the image...

I am not sure the spark7162 hardware supports blind scan. The plugins I tried in the past (2+ years ago) did not work - but could just be the plugins not working well with spark7162 since most are geared towards mips boxes.

With the modified drivers supporting HW DES (HDMU / ATV) - only three audio tracks work. Tested with oscam--5-pids , oscam--8-pids.
I am correct to assume that the likes for this post indicate others have the same problem? Does someone have an sti7111 which supports more than 4 audio tracks??? Unfortunately I only have an sti7162 box, so I cannot test. There may be some HW difference which is the cause. When I get a chance, I will look closely at the source code again and try to see the differences between the 7111 and 7162 builds.

There are various ways to delete the enigma2 image, but really no reason to ever do so.
The Spark and enigma2 images are stored in different locations, by using the method above you only tell the receiver where to boot from.
There is no "reset" to factory image, you can only overwrite whatever is there with a new image.
