Cannot get cccamphp to read my server

127. means its looking at the local machine (the pc you have installed it on, routers ip will start 192.), this would be ok if viewing from your own linux pc server or cccam info that is installed directly on your box but no use on a windows remote machine. Try using this, with the setup guide you cannot go wrong.
