It is used to validate positions and provide scanning parameters.
It doesn't do anything for tuning (apart from validation of position), those are in lamedb.
What do you want to do?

You can tailor make it for your needs/geo position:
satellites.xml creator - if one doesn't have one's area already catered for!!!

Enigma2 box a must
it lets the box know each
transponder frequency to use
so you dont have to add manually
found in
/etc/tuxbox/satellites.xml
example pic bellow
as posted above these do other things
stored sats and channel list
/etc/enigma2/settings
/etc/enigma2/lamedb
and many others
unless you know what your doing
i'd leave it alone

When I set-up the rotor, for each satellite I need to set a memory position number. Is this stored somewhere in the xml file ?
I get it difficult to remember the number stored for each satellite and it would be helpfull to find it in the xml.
