can you FTP with VPN on, over the same network ? = yes
can you FTP remotely with VPN on ? = yes but the ip addy / port needs to be known.
(and you need open ports on the network)
To do this safely you will need to be careful exactly what you share over the network, an open port is asking for problems.

you take control of your mates computer and do it all remotely, would be a far easier option, and probably safer.
