hi, I purchased a zgemmah9.2h and having a dualfeed system I set the tuner as diiseqc A/B but I don't receive any signal. The dish is perfectly positioned as I checked with a tester. What could be wrong???

You have not said which satellites your LNBs are for. You have not said which satellites you have set port a as, o port B. Please check they are correct.
Note: Auto Diseqc on 28.2 used the CNBC frequency on ATV. That transponder is not transmitting anything at the moment, so automatic won't detect 28.2.

Sorry for my forgetfulness, I use port A for hotbird and the other for astra.

And what have you set? Please post a screenshot.
And for 19.2, did you select Ku band or Ka band. It should be Ku.

My configuration as i said before is port A for hotbird ((band Ku) and port B for astra (band ku).

there is no ku for 13E, it is only for 19.2E.
I suggest you to check, maybe there is problem with monoblock.

When I turn on the decoder I get this message" satellites.xml not found or damaged.you can see the TV but you can not search for new channels or configure tuners"

You have to upload missing file https://raw.githubusercontent.…master/xml/satellites.xml
to /etc/tuxbox directory
You may even upgrade this file using s4aupdater.

did you put it to /etc/tuxbox folder with satellites.xml name ? it is xml file , so before uplaoding check if it has a structure, and is not jst html website (yes it happens).

The monobloc is pointed correctly because tried on a vusolo, I also tried to change the ports in the tuner configuration but nothing happened.

Install the plugin called "xml update". You will be able to update/replace the satellites xml file with your remote with no risk of corruption.
Also make sure that you don't have one in /etc/enigma2

another plugin? ftp method is simple and has to be done just once. Strange that it does not exist. I haven;t seen such a situation before. If it happed, always was manual delete made by user.
