Captain , I just installed Pluto tv to have a look you cannot change picon path only options are /usr/share/enigma2/picon or /picon
I for example have mines on /media/usb/picon

PSA: Pluto TV respects the X-Forwarded-For header.
Assuming whichever plugin you use supports it (I don't use E2), you can "spoof" your location by entering a different IP address.
