Operation already done, but when the decoder is restarted the file is restored.

You have a cable tuner ? If yes, and using an Open images, it creates at the top of the list a channel list for the cable. On the setup of the Cable Tuner, you can deactivate the creation of such bouquet.
Remember that if you have it as well, and it's not cable, you will have as well to remove from the bouquets.tv, the link that calls that .tv file. The file is as well in /etc/enigma2

I have a satellite decoder, but I had already removed the "favorites.tv" entry in "bouquet.tv."
The problem always occurs after rebooting.

It is a system bouquet and will always get re-created even if empty. Enter the bouquet using the channel selection methods, not EPG screens, and delete the entries from within it using the remote. It will then be empty.
Alternatively, stop enigma2 with following command in Putty/Terminal init 4
Delete the file using ftp or command line, then restart with following command init 3 When it gets recreated it will be empty.

You can't delete it, but you can rename it to suit your favorite list.

Did you install a channel list when you were setting up the receiver, and that is what you want to remove?

You can't delete it, but you can rename it to suit your favorite list.
Finally, I renamed the "favourites.tv" folder to "Channel List by G++".

Don't forget to make the corresponding change in the bouquets.tv file
