What exactly is an active c:line.
Also can somebody explain in lay terms what is meant by this permission at the end of a c:line or f:line......... no {0:0:2 ) or ...........no { 0:0:3 }.

An active CLine is a CLine that is active.
You create an FLine on your server, then give someone the corresponding CLine.
Having the FLine in your server makes that CLine active.
{ 0:0:2 } at the end of a CLine in your server means you only take cards upto hop2. { 0:0:3 } will give you cards upto hop3. Obviously if that server only gives you access upto hop2,, then putting { 0:0:3 } will still only get you upto hop2.
