A lot if not all plugins will come with locale ( optional languages ) which can easily be changed/modified by the end user...

Catseye started to incorporate the 27ºW Biss channels a good while back,,
but if you don´t see them in Favourites bouquet you need to go to 27ºw services and you´ll see the list there..

I too am in Spain and need to avail of sat27.5ºW,,
I am currently trying out same setup as yourself but with OpenSpa 6.. but not having much luck at the moment...
Might have to move to openpli too...

No idea which is best box ( as I´ve had a few) but I can tell you that I haven´t had a problem to date with a MARS ll HD SE BOX
which has twin sat tuners and as much space needed for all android and kodi needs..
Another advantage this has is it´s straight out of the box plug n play ( with the usual setting up like any box)
Don´t get me wrong ,not pushing this just sharing my experience....

He has a Spanish cable contract and can use a DM to view them through IPTVlistupdater and pass onto two other receivers in his home..
his problem is that he cannot install the plugin to the solo 4k (as you pointed out a different architecture arm) to follow the same setup procedure he has in the DM...

You have a motorised setup so check all cable connections first of all....might be corrosion or similar..
Then set the motor to 28.2º, and feed the cable directly from lnb to the sat box ..
If all seems well with signal , then install catseye list ..
Full restart of box ..
