First, read the Stickies in this section (how to flash your STB etc.) and then choose an image to use and go to that section.
I recommend PurE2 and all the help you will find there with our image. Second to none, in fact, I dare say... ;)
Plus, OSCam Emu Ccache in OSCam Emu section -> Mario's config for all PV providers, a thread by me.
That is LOADS of help for a beginner, IF you are patient, of course...
If not - pay somebody to set it up for you...
Tried PurE2? You never know... If you invest a bit of time learning - maybe...?

2) Mode > Positioner (selecting satellites)... Now, one chooses satellites one can have and then > SAVE, which shows up as USALS, as one gets out (possibly by using EXIT button).
3) After that, one goes to > Positioner setup > (...) Etc. etc. Who knows more, please fill in the gaps... I haven't dealt with a motor in a long time..."

When you get to the point of installing and setting up a CamD:
Mario's config for PV providers = OSCam Emu Ccache (it's in OSCam Emu section of this forum!)!
3A PSU should be enough.
Install everything from zero. Do not restore settings!
Going by past experiences, problems like this PurE2 are the first to sort out...

You have 2 different formats and different procedures, accordingly:
1) Recovery
2) USB
1) If you want to delete everything on your receiver's flash and repartition it - use RECOVERY files.
2) If you just want to flash an image into one of 4 existing partitions and retain the previously installed images - use USB file.
Read my STICKY in this section, to understand the difference better. :)

If OpenMutliBoot works in H9S, then you can have many images on a USB stick or maybe even mSD card...
My fav is PurE2, for sure... ;)
P.S. We wrote a script to move everything to mSD card or USB stick (in MENU > pManager > Scripts > move to mSD/USB), so you can install PurE2, then move everything to mSD card and then you can do whatever you want with it... ;) It's all written in detail (by yours truly:chuckle::eye-tongue::rasta2bigsmoke0gf1:) in PurE2 and Zgemma H9 sections...
Just installed a camd and all seems fine. Perhaps it's your connection somehow? Your provider blocking our Plugins server?
Are you using a VPN? Some such addresses sometimes get reported (spammers use them on occasion) and then blocked.
In that case, change the VPN server and try again.
And sometimes our server is down, of course.
A few possibilities, so try and tell... ;)
