Was this an image update or did the server he's connected to do some maintenance/updating?
Is it a friends server or a payserver?
Have you a working backup you could install?
You could also look in "network"-"adaptor settings" to see if the receiver is getting an ip from his router in his home network (although if tsmedia works, it looks like he has an ip)
Have you tried a different emu (oscam/cccam) to see if the problem remains? (you could then use oscam info/webif or cccam info to tell weather your connected to the server)
Another thing to consider is weather his ip is being penalized from the server he's connected to. (this may explain why it works in your house as it would be a different ip)
This could happen if he is using the same line in all the receivers as this will show up on the server he's connecting to as multiple logins (which the server owner may not allow)
As for different internet providers, anythings possible really (some block pirate sites, others don't)- - - Updated - - -

This looks like a patched vix image which won't support online updates as vix doesn't officially support this receiver. -
I don't have one of these but the playlist should be in ".m3u" format and not ".txt" (as far as I know)

Off topic here but normally the soloSE image is good for both V1 and V2 models (unless stated otherwise).

It's possible if your using oscam, you can add/enter a reader (converted c-line) using the oscam webif.
I prefer doing this using the "files" tab and open the oscam.server file. (although you can use the "reader" tab and add a reader from there)
If your in the "oscam.server" file, just paste your reader in and click "save" at the bottom of the page.
You then can restart oscam from the webif also and that should be it.
You can use this tool to convert your line to a readerEasiest way though is to ftp your box using dcc-winscp-filezilla or any ftp program.
I think you may have to go down the ftp route if your using cccam (although not 100% sure) -

First thing I'd do is to re-align aerial for best possible reception. (I understand that it works on your tv but the sundtek tuner may not be as sensitive as your tv tuner)
Failing that, I'd give another image a try (but I don't think it will make much difference though, but maybe worth a go)
Also worth considering, a powered usb hub between your tuner and receiver (if you have one, but again not 100% sure if it will make any difference.) -
Dvb-t/t2 just means it can do both dvb-t or dvb-t2 systems (like a dvb-s/s2 tuner can do both dvb-s and s2 systems). Still only one physical tuner though.

Something similar here also, entered in woodcock hill muxes and no channels but did an autoscan and it picked them all up.
I have read reports that some usb tuners work better with a powered hub (haven't tried it to be honest though as working ok now, solo2 with vix)
I've a cheap usb tuner attached to my zero with the same aerial feed (vix image also) and it picks up the muxes by entering the channel numbers without difficulty.
Also I doubt signal is an issue here as I'm only a stones throw away from the transmitter (If anything, I could have too much signal)
I think there might be an option to check for a driver update on the sundtek control plugin (not in front of my receiver to check it though) -

Use this tool to convert your line to a reader
Then copy the reader output (bottom window) and paste it into your oscam.server file.
Restart oscam and that should be it -
I have found a few alternative (original) firmware files for you to try.
I'd recommend also trying a different lead (if you have one) and/or a different pc.
Also worth noting is the rs232 port.
If your using a usb to rs232 adapter, some will not function correctly, better with an old pc with native rs232 port or alternatively , a pcmcia to rs232 adapter (they work for me)
