FCC is only available for VU+ Receivers I think.

it is installed by default on my gigablue quad uhd 4k with openatv 7.0 but cannot seem to find the plugin in any menu

Settings for the FCC is most common found under Tuner settings not in the Plugin Browser.
You also need multiple tuners configured to take advantage of the "Fast Channel Change" (FCC)

nothing at all shown in any of reception settings page on openatv or under tuner settings

Strange because ATV is giving this info that you activate and do your setup under reception settings.
But to be honest this FCC with today boxes is nothing to do jumping jacks for.
Switching channels goes fast enough as it is.

But does your box have a Broadcom Chip/CPU otherwise it want be of any use.
FCC was developed for VU+ 4K stb only.
But I assume that Team BH adapted it to their OBH image and therfore it also was availible for all stb with a Broadcom Chip/CPU

Then it should work. Maybe abu baniaz can give some better information how to activate fcc on ATV Images

None that I can see I posted image of reception menu on post 14.
