No

The EMM is not sent in a standard DVB way, it's recomposed by the CAS, so you need to use an original box to update it every week, or obtain the EMM string and send it manually to the card every 6 days.

183D/183E EMM Activation via the http/https server with OSCam

Now, you can download emms from http and https pages
both local and remote, clients can send emm, means remote clients using: cccam, newcamd and camd3x.

emm is only added to the card if your reader is : 183D or 183E,
users also can create there own "URL" example:
